In central recruitments like SSC CGL/CHSL/MTS, UPSC, and Railway exams, securing qualifying marks is only half the battle. Every year, thousands of reserved category candidates face cancellation of their selection or are converted to the Unreserved (UR) category during Document Verification (DV) because their EWS (Economically Weaker Section) or OBC-NCL (Other Backward Classes - Non Creamy Layer) certificate does not meet legal validity timelines.
🏛️ EWS Certificate: Financial Year (FY) vs. Validity Year (VY)
The single most common mistake made by EWS candidates is misunderstanding the difference between the Financial Year of income assessment and the Validity Year of the certificate:
This is the preceding financial year based on which your family's gross annual income was verified to be under ₹8,00,000 (e.g., FY 2025-2026 from 1st April 2025 to 31st March 2026).
This is the fiscal year during which the certificate is officially active for competitive recruitment forms (e.g., Validity Year 2026-2027). A certificate is valid for exactly one financial year.
- 5 acres of agricultural land and above;
- Residential flat of 1000 sq. ft. and above;
- Residential plot of 100 sq. yards and above in notified municipalities;
- Residential plot of 200 sq. yards and above in other areas.
📋 OBC-NCL Rules: Central List vs. State List Discrepancies
A caste recognized as OBC in your home state (e.g., in Uttar Pradesh, Bihar, or Rajasthan) is NOT automatically recognized in Central Government jobs. For central recruitments, your caste must explicitly feature in the Central List of Other Backward Classes maintained by the National Commission for Backward Classes (NCBC).
Under Government of India norms, Non-Creamy Layer status is evaluated based on the gross parental income over the preceding 3 consecutive financial years (income from agriculture and regular salary is exempted under DoPT norms, provided parents are not Class I / Group A officers before age 40).
